Beckham has the next 60 days to finalize a deal with MLS for his Miami franchise, which includes league approval of the stadium site, the ownership team and financing.

Miami-Dade commissioners voted 9-4 in favor of a $9 million deal to sell the land for the stadium, which the group has agreed to privately fund, in the city's Overtown neighborhood.

Beckham's group had already purchased six acres of land next to the site for some $19 million in Miami's Overtown district. Garber has insisted MLS expansion franchises need fully controlled stadiums in downtown locations, but Beckham's group repeatedly ran into problems with potential stadium sites.

MLS lured former England captain Beckham to the Los Angeles Galaxy in 2007 with a deal that included an option to purchase an expansion franchise at a discounted price. All that was left was to buy the third plot of land from Miami-Dade County.

After years of stops and starts, it appears David Beckham's Major League Soccer franchise in Miami is growing closer to becoming a reality.

"This land has been an eyesore for years.Something needs to be done with it, now", Commissioner Audrey Edmonson of Overtown neighbourhood said, according to ESPN FC.

Miami-Dade Mayor Carlos Gimenez, chief architect of the sale agreement, hailed the vote as the conclusion to a "lengthy, difficult, but necessary" process to ensure county taxpayers were properly compensated.

There have been many hurdles in this process, in part because Beckham - who was not present Tuesday - was unable to get waterfront land that his group first coveted for a stadium site.

MLS had been losing patience with the drawn-out efforts in Miami, with commissioner Don Garber publicly saying this year that Beckham was running out of time.

"As far as sports deals go with the county, this isn't so bad", said Commissioner Joe Martinez. This deal, commissioners said, isn't flawless either.

The building of a new venue still needs to be approved by the United States city.

Beckham played his last MLS match in 2012.

"Let's be honest here: Much of what we're going through and much of the distrust.is the Marlins", Leiweke said.

"In the background, we've spent a lot of time on our training academy and where it should be and what it should do, also have been working on a management team, our name and logo and colors".
