Mkhwebane released the Ciex report, along with three other reports on various spheres of government, on Monday during a press briefing.

The central bank said that it was studying the Public Protector's report and would announce its response to the findings and remedial actions.

Public Protector Busisiwe Mkhwebane in January reopened a probe of Barclays South Africa following a wider report published last November by her predecessor.

"The allegation whether the South African government improperly failed to implement the CIEX report ... after commissioning and duly paying for same is substantiated".

In December Zuma, who has denied wrongdoing had asked the High Court to set the report aside.

She ordered steps to be taken enabling the government to recover R1.125 billion in misappropriated public funds from ABSA Bank.

ANCYL President Collin Maine says they are willing to work with Mkhwebane to ensure the money is paid back. CIEX Limited was paid 600,000 British Pounds for services which were never used by the South African government.

The requirements for a constitutional change that would shift the Reserve Bank's mandate from protecting the value of the rand in favour of the socio-economic wellbeing of citizens was unlikely‚ Nomura's emerging-markets investment economist Peter Attard Montalto said.
