A woman who called 911 to report a possible sexual assault was shot and killed by a police officer late Saturday night in an incident that is drawing worldwide attention, reports say.
Justine's stepson to be, Zach Damond, said, "Basically, my mom is dead because a police officer shot her for reasons I don't know, and I demand answers".
Noor became the first Somali police officer "to patrol the 5th Precinct" when he joined the force in March 2015, the Star Tribune reported.
Officials said the officers' body cameras were not turned on and that a squad vehicle camera did not capture the shooting. She reportedly held dual citizenship in both the United States and Australia, as her father is a USA citizen.
His lawyer Tom Plunkett confirmed his identity and said in a statement that Mr Noor keeps (Ms Damond's family) in his daily thoughts and prayers.
Two of the three complaints in Mohamed Noor's police file are active, according to the Minneapolis Star-Tribune.
The officers have been placed on administrative leave and the Minnesota Department of Public Safety Bureau of Criminal Apprehension is investigating the shooting, a Minneapolis Police Department spokesman tells PEOPLE. Damond, also known as Justine Ruszczyk, had taken the name of her American fiance, Don.
"This woman was a handsome light, she was a healer".
Miss Ruszczyk was born in Sydney but moved to the U.S. to be with her partner, who she was due to marry next month, three years ago.
Don Damond, who is Ms Damond's fiance, said the family had nearly no information about what had happened.

A Minnesota county medical examiner's office has ruled the fatal police shooting of Australian woman Justine Damond a homicide.

Officer Noor is a caring person with a family he loves and he empathises with the loss others are experiencing.
Police Chief Janee Harteau said that she has numerous same questions as Ms Damond's family.

Damond relocated to Minneapolis and worked as a yoga instructor, meditation teacher and personal health and life coach, according to her business website.
