The Finance Minister says the economy will grow by 4.3 percent this year and 3.5 percent next year.

It's the first budget for Leo Varadkar as Taoiseach and Paschal Donohoe as Minister for Finance and will have to first be passed by a Cabinet meeting this morning.

The esthablisment of a "rainy day" fund with €1.5 bn to be transferred from the Ireland Strategic Investment fund.

€1.7 billion invested in special education, with more than 1,000 new Special Needs Assistants being recruited before September 2018. Any landowners who don't develop that site in 2018 will pay 3% in 2018 but 7% from 2019 on.

The point of entering the higher income tax rate will be raised by €750 from €33,800 to € 34,550.

The prescription charge is to be reduced from €2.50 to €2.00 per item.

Increase of €685m in allocation to the Department of Health, brings total funding to nearly €15.3bn next year.

Teaching jobs will be increased by 1,300 to reduce the student to teacher ratio to 26:1.

€5 per week increase in all weekly social welfare payments, including disability allowance, carer's allowance, Jobseekers' Allowance and State pension - effective from March 2018.

Brexit Loan Scheme for SMEs announced - €300 million will be available to them at competitive rates. Entry point to USC will remain at €13,000. This keeps minimum wage earners out of it.

The 5% rate of USC, meanwhile, will reduce from 5% to 4.75%.
