Modi also heaped praise on Nitish Kumar for his "commitment" to Bihar's development, as the two leaders shared the dais for the first time after the JD (U) returned to the NDA fold following a split from the grand alliance. "We will take Bihar to new heights of development with the Centre's cooperation", the CM said. "The commitment of Nitish Kumar ji towards the progress of Bihar is commendable", he said.

The Prime Minister called for a pledge to make Bihar among developed state by 2022 when the country will celebrate 75 years of independence.

Referring to demands for making Patna University a central university, Modi said it should strive to be among the globally-ranked varsity based on the competition and "this was many times ahead of being a central university". "Projects whose foundation stones are being laid will give impetus to Bihar's development", PM Modi added.

A central university status would have made Patna University eligible for funding from the centre's resources and led to a massive major upgrade in its facilities. However the Prime Minister tactfully avoided the demand of Nitish Kumar, saying that Central universities were the talks of yesterday, he had come there to give something new, to take the university to the global level.

Modi, who earlier in the day attended the centenary celebrations of Patna University, flew down to Mokama, some 100 km from the State Capital to lay the foundation stone of different projects.

PM Modi also said it was a "blot" that Indian universities do not figure among the top 500 of the world and noted that the government has chose to give autonomy and Rs 10,000 crore to top 10 public and private universities over the next five years to make them world-class. The prime minister will also be accompanied by Union road transport minister Nitin Gadkari for the ceremony.

Addressing the students, the PM said, "As youngsters, I urge you to think about innovative solutions to the problems faced by people around you".

"But today while welcoming PM Modi to "his Patna University", he tweeted, "...even I got an invitation, alas very late and with a very short notice...delayed by the "more loyal than the King's people" involved in the affair.

Modi said reforms in the country's education sector have progressed at a slow speed and there have been differences among educationists which had hampered innovation with the governments too not measuring up to the task. "This university has nurtured students who have contributed greatly to the nation", he added.
