U.S. quits talks on global migration pact over sovereignty clash

"The global approach in the New York Declaration is simply not compatible with USA sovereignty", she added.

The withdrawal is consistent with the president's America First policies.

The United States has announced that it will not participate in the United Nations' Global Compact on Migration as it does not meet the policies and principles of the Trump administration. She believed the US could influence the global negotiations on migration if it participated in the Mexico meeting, according to the magazine, but she was "ultimately overruled by the president".

"Our decisions on immigration policies must always be made by Americans and Americans alone", she said.

Louise Arbour, appointed as the UN's special representative to oversee the process, regards the global compact as a chance to shift world opinion on the need to address future migration, in the same way that the United Nations had managed to persuade the world it needed to address climate change.

Former U.S. President Barack Obama's administration backed the resolution, known as the New York Declaration, which also asked U.N. High Commissioner for Refugees Filippo Grandi to propose a global compact on refugees for adoption in 2018.

The United States notified the United Nations that it will no longer take part in the global compact on migration, saying it undermines the nation's sovereignty.

In September of 2016, the members of the U.N. General Assembly unanimously adopted the New York Declaration for Refugees and Migrants, a non-binding declaration committed to upholding the rights of refugees that sought to enhance worldwide coordination on migration.

The US has been a part of the New York Declaration for Refugees and Migrants since it was formed past year. "As such, it has the experience and expertise to help ensure that this process leads to a successful outcome".

The withdrawal comes days before a global conference on migration that starts Monday in Puerto Vallarta, Mexico.

Outlining the main objectives of the future compact, the IOM cited the 2030 Agenda for Sustainable Development, adopted by the UN General Assembly in 2015, that calls on countries to work together to "facilitate safe, orderly and regular migration". More recently, America pulled out of the Paris-based culture and education body, UNESCO, accusing it of "anti-Israel bias".

U.N. Secretary-General Antonio Guterres regretted the USA decision, his spokesman said on Sunday, but expressed hope the United States might re-engage in the talks.
