Eight states lost population with IL seeing the largest number with a decline of 33,703.

The Census Bureau says Pennsylvania's estimated population rose by about 18,400 in the 12 months ending July 1.

Among the six New England states, Massachusetts, both in terms of percentages and raw numbers, saw larger increases than any one else.

IL was one of eight states to lose population, and had the largest numeric decline, the Census Bureau said. Florida comes in at number three, pushing NY down a peg to four when compared to counts from the 2010 Census.

Texas added almost 400,000 residents to its population during the past year, the most of any state. Congress has capped the number of House seats at 435 since 1929, so every 10 years the seats are reallocated among the 50 states based on their current share of the national population.

Illinois' population fell by 33,703 people to just over 12.8 million, according to the estimates.

From July 1, 2016 to July 1 of this year, the Lone Star State grew by 399,734 new residents, pushing Texas past the 28 million mark.

Migration from other states and countries accounts for the majority of the population increase, according to the data.

Meanwhile, all of Illinois' neighboring states experienced population growth in 2017.

However, net worldwide migration decreased 1.8 percent - the first drop since 2012 to 2013. California is by far the most populated with 39.5 million residents. That and a net gain of 6,836 worldwide migrants made up for a net loss of 2,724 people moving to other states, according to the estimates.

The U.S. population grew by 2.3 million to 325.7 million, a less than 1% increase in population.
