South Korea said the North had sent its consent for the talks to be held on Tuesday.

"Those talks clearly are the result of the amount of worldwide pressure and they are a way, I think, for North Korea to start talking while keeping it contained to a benign issue", Mr Mattis said. US officials had understood the South Korean military would be heavily committed to providing logistical support for the Games. In his New Year address, Kim warned the U.S. that he has a "nuclear button" on his table, but extended an olive branch to the South, saying his country might take part in the Pyeongchang Winter Olympics next month.

US Vice President Mike Pence on Wednesday defended President Donald Trump's fiery tweets at North Korea, saying the commander-in-chief's clear messaging helped increase pressure on the regime over its nuclear weapons program.

As we previously reported, the White House says the USA and South Korea want to "de-conflict the Olympics" so the two countries can focus on security for the games.

It was a response to Kim's New Year's speech in which the young leader warned the United States that he has a nuclear button on his desk at all times.

Earlier this week, Trump seemed open to the possibility of an inter-Korean dialogue after Kim made a rare overture toward South Korea in a New Year's address.

Mr Trump took credit for brokering the talks on Twitter, however.

Trump's reference to sailors likely referred to a Navy sailor convicted of taking photos of classified areas inside a submarine. Weiner is serving a 21-month prison sentence after his conviction for sending illicit text messages to a 15-year-old girl.

Beyond that it's considering forming a single Korea Olympics team, entering the opening and closing ceremonies together or forming a single Korea cheering squad, the report said, citing a roadmap for negotiations from South Korea's presidential office.

Japanese Defence Minister Itsunori Onodera sounded a note of caution about the proposed talks. "North Korea goes through phases of apparent dialogue and provocation, but either way, North Korea is continuing its nuclear and missile development".

The ramped-up momentum for inter-Korean dialogue follows a year of missile and nuclear tests by North Korea as well as an exchange of bellicose comments between Trump and Kim, which raised alarm across the world.

The move comes after US Ambassador to the United Nations Nikki Haley said there is evidence that North Korea is testing yet another nuclear weapon, once again in violation of UN sanctions.

South Korea's defence ministry has said it had yet to see any evidence of an imminent missile launch.

North Korea first called on Wednesday afternoon and the countries' officials spoke for 20 minutes, mostly to ensure the communication system worked properly, according to South Korea's Ministry of Unification.
