On Sunday, Tillerson said in Argentina that the considering restricting oil sales from Venezuela in a bid to force Maduro to hold free and fair elections.

Tillerson said the dire situation for the people of Venezuela, who are in the midst of an economic and humanitarian crisis under President Nicolas Maduro, and possible restrictions on oil have been on the agenda at every stop on his tour.

Responding to a query as to why Jamaica abstained, the prime minister said: "Jamaica did not need to take a position on another country's position on where they would want to see as a capital in the world".

According to the head of USA diplomacy, the agenda that has been selected to address corruption and strengthening governance institutions in the region constitutes an opportunity to create some real results from the summit.

Tillerson said the United States will be undertaking an examination of how it provides aid to countries around the globe.

"We haven't been able to make a decision because we haven't received a formal answer yet", she said.

"They are supporting the Assad regime, they are providing the air cover for the regime", Tillerson said.

The U.S. sends light crude oil to Venezuela, which has heavy crude. The strategy, part of what Chavez and his successor Maduro called “21st Century Socialism, ” began to crumble as global oil prices collapsed and Venezuelan government spending continued unabated.

"Nobody threatens Venezuela", Maduro said in a televised speech in Caracas. "If you don't, you're going to just continue to invite consequences for yourself'".
