Maryland's Ellicott City inundated by flash floods; crews conduct water rescues

But he notes the quaint old town has been through it all before, and he'll do his part to spur another revival.

"Because we had a lot of rain [in the past two weeks], the ground is relatively saturated and so it might only take an inch per hour or an inch and a half per hour-rate to make things flood", he said.

Residents in Ellicott City, about 13 miles west of Baltimore, returned to their businesses and homes Monday to examine the damage cause by the massive flood.

Jessica Ur, a server at Pure Wine Cafe on the city's Main Street, told the Baltimore Sun that she watched as gushing waters swept three or four parked cars down the street. Now, those who are pondering the next comeback don't even want to think about how much it might cost. In addition to the flooding in Ellicott City, flooding was also reported elsewhere in Howard County and in neighboring Baltimore City and county. "We'll just have to assess it", he said, speaking near a bridge where several crushed cars were swept into a muddy tributary's banks.

Howard County Police Chief Gary Gardner says witnesses saw the man go under the water Sunday evening, and he did not surface.

Emergency responders on Monday conducted 300 rescues as they continue to search for Sergeant Eddison Hermond of the Maryland Army National Guard who was identified as the missing person. He was trying to help a woman who had escaped through a window with her cat. Damage downhill on Main Street looks devastatingly similar to that in 2016. Aside from the Patapsco River, there are four other smaller waterways running through and around Ellicott City.

The floods came just two weeks after Hogan announced the county and state had been awarded $1 million in funding from the Federal Emergency Management Agency to be used for reducing flood risk in Ellicott City, according to the Associated Press.

The National Weather Service issued a flash flood warning for northeastern Anne Arundel County and southeastern Howard County through earl Monday.

In 2016, the Ellicott City was hit by 6-and-a-half inches of water in two to three hours.
