On Tuesday night, Gillum had offered a gracious concession to Ron DeSantis, who held the office for the GOP in Florida despite Democratic expectations of victory in a blue wave that never materialized.

In the governor' s race, Democrat Andrew Gillum was 0.52 percentage points behind Republican Ron DeSantis, a margin of just less than 43,000 votes, just 0.02 percentage points away from a machine recount. "We could not be prouder of the way we ran this race", a tearful Gillum told supporters.

A recount is already planned for the Florida Senate race, where Republican Gov. Rick Scott now leads Democratic Sen. Bill Nelson in that Senate contest. If the margin of victory is under one quarter of a percentage point, a hand recount is ordered.

"We have no idea right now how many votes still have to be counted", he told CNN.

In Georgia, Abrams, 44, was locked in a tight battle with Republican Brian Kemp, the state's secretary of state.

DeSantis won with 49.7 percent of the votes, with ballots in his favour totalling 4,052,118 votes.

"I sincerely regret that I couldn't bring it home for you", he said, referring to his campaign slogan.

Democrats, playing catch-up after a net loss of 13 governorships and more than 900 state legislative seats during the eight-year Obama administration, fielded their largest slate of legislative candidates in more than three decades.

"Maybe next, he'll start ranting that Russians stole the election from him". The effect is the cancellation of a registration of voters, mostly Black or Hispanic.

Kemp has refused to recuse himself to avoid possible conflict of interest charges. Broward is a Democratic party stronghold. Abrams called the investigation a "witch hunt" and "abuse of power".

"I think even in conceding that this is such a close race that DeSantis has to hear that this is a state divided and that our voices still need to be heard", said Chris Lucas.

Before then, election canvassing boards in each county will review provisional ballots to determine if they are valid.

"Now, I'm not calling Mr. DeSantis a racist", Gillum said in response.
