The Ukrainian president, Petro Poroshenko, tweeted that the latest measure was created to prevent Russia from forming units of "private" armies, "which in reality are representatives of the armed forces of the Russian Federation", on Ukrainian soil.

The Ukrainian president is urging North Atlantic Treaty Organisation to deploy naval ships to the Sea of Azov amid a standoff with Russian Federation.

For now, Ukrainian officials say, Russia's measures extend to simply limiting traffic in and out of the sea.

"We need to rebuff the aggressor at any moment", Poroshenko told troops, according to a statement on his website.

It was not clear whether Merkel knew of Poroshenko's call for NATO's deployment when she spoke.

The Kremlin said it has not been notified of a cancellation. Kremlin spokesman Dmitry Peskov insisted traffic is flowing normally through the strait and suggested the Ukrainian ships ran afoul of bad weather.

Canada could also use this week's G20 meeting in Argentina to advance that line of response, Shevchenko said. Trump cited Russia's failure to return Ukrainian ships and sailors it seized on Sunday.

Moscow's Black Sea Fleet is based in the city of Sevastopol and after the fall of the Soviet Union in 1991, Ukraine allowed Russian Federation to continue its naval operations there.

Zakharova concluded that martial law "endangers predominantly Russian-speaking regions, where most people never supported the current authorities, as opinion polls show".

Ukraine gained independence after the collapse of the Soviet Union in 1991.

The Crisis began after Russian Navy vessels attacked Ukrainian ships off the coast of Crimea.

"Those who have such opportunities could help by exerting influence on the Ukrainian authorities", Peskov said.
