The new House speaker, veteran Democrat Nancy Pelosi, stood firm shortly before the vote saying no funding for a border wall would be made available. The process commences with a Democrat and Republican representative nominating a speaker, representing their party's picks for the job.Other names can then also be placed in nomination from the floor and are not limited to sitting lawmakers.

The Homeland bill is where debate over border funds occur, and Democrats argue a stopgap extending fiscal 2018 funding would bide them time to continue negotiations while keeping the government open.

Sen. Cory Gardner of Colorado said Congress should pass bipartisan bills to fund government "while we continue to fight for more border security money". The vote was 241-190. Republicans have seized on the case to call for tougher border security.

Since 1913, when the House first reached its current size of 435 seats, only five speakers have been elected with fewer than 218 votes.At the beginning of the 34th Congress in 1855, 133 ballots over a period of two months were necessary to elect Nathaniel Banks of MA as speaker.The last multiple-ballot speaker election was in 1923.

Republicans face their own internal battles beyond just the conservative House Freedom Caucus, but as they decide how closely to tie their political fortunes to Trump. In fact, they're a sampling of what's already in place along the U.S. -Mexico border.

While there have been a lot of discussions taking place about ideas for reopening the government, Democratic principals have not shown a willingness to negotiate, providing the "foundation for a very long shutdown", the North Carolina Republican said.
