That's according to a long-awaited summary of the outcome of Mueller's investigation, which was delivered today to the heads of Congress' judiciary committees and then nearly immediately released to the public.

Giuliani acknowledged that Russian Federation and other countries have meddled in other elections, but said that in the public's eye, Trump was "basically charged" with treason during the almost two-year probe.
